I see starters get bumps to WE. Buy no matter whatthe playing time non starters dont get a bump?

No. Playing time has an effect, just not as much as starting ... unless the new owners have tweaked this.

The only players I’ve noticed their WE improving without any playing time is kicker and punters.

They do. And if one guy holds both positions (if you don't have either a P or a K), he gets credit for up to 200% PT.
