What are the differences between those tendencies? Is early before end of 1? What is the time range for whenever....could it be in signing period 1?

My experience is that a D1 "Whenever" guy will sign in the first session almost 90% of the time.
end period 1 guy should sign in the first session (provided there is a team above Moderate)

Yup. Always tell new coaches - the best bargain in this game is attacking a whenever recruit like they're early/EOP1. You may get crap luck and they hold until RS2 but most coaches prioritize early/EOP1 targets 1st to unlock so you can at least get a good jump. A lot of coaches won't even try once a recruit is 'claimed' early.
