The Sith Lords have absolute power in the Empire and the stormtroopers are easily replaceable clones (sorry for the spoilers anyone who just woke up from a 25 year coma). Think Soviet Army for a real life parallel - Darth Vader doesn’t need to waste his time and energy drilling the stormtroopers into an effective fighting force, he just needs them to clog the battlefield with corpses. Makes total sense why his army would seem ineffective on an individual level.

actually, the empire is based upon an authoritarian regime, but modeled after Nazi Germany. Same with the First Order in the sequel trilogy

The empire is actually the good guys!!! Think about it, peace and prosperity through law and order. Industrial and economic development. Just building the "death star" (that's a rebel slang term btw) is an engineering marvel. They fed people, clothed people, were working on agriculture on barren planets to provide food. Genuinely good people.

Now lets look at the "rebels". petty thievery, drinking, womanizers, scoundrels, steeling blue prints, killing ewoks!!!! Terrible people.

The Soviet Army is relatively infamous as one of the most brutal and inefficient in modern times. If you combined all American military fatalities in its history, that amount would be about 5% of the Soviet Army's dead in WWII. They were sending soldiers to war untrained and sometimes even without weapons and shooting deserters on the spot. So it wasn't so much about good vs. bad as just illustrating the point.
