Nobody has denied immunity. They haven't taken him up on the offer yet. Usually in a situation where someone is offering testimony in exchange for immunity, there is a negotiation. The investigator wants to know exactly what the witness can deliver, the witness wants to get the best deal possible before revealing too much.
