Just curious as I have no lottery stake, but why do the two new owners have the 1st and 6th best position in the lottery? New owners traditionally are slotted after everyone else has selected 1 or 24 and should not be in the lottery right?

they're not in the lottery. those positions are vacant, meaning they belong to owners that departed.

hopefully none and maybe I'm misreading what was posted above but just as a matter of principle new owners should not be given advantageous lottery assignments over vets who have paid in over multiple seasons

"The returning owners that did not make the playoffs will be in a NBA-style draft lottery. The lottery will determine the first three picks. The other returning owners will then be placed behind them in order of regular season record from worst to best, with the league runner-up and champ placed at the end."

I've been gone for awhile, but I've always interpreted this as Jkaye and dh getting a priority over new owners.

"at the end" of the returning owners.
