Perhaps you're missing my point.
I think the intelligence community knew that Bush/Cheney wanted a war against Iraq. Strong hints were probably dropped their way. I think that those in charge of the intelligence community made sure that the information presented to Bush/Cheney was selective enough and presented in such a was as to paint the picture they thought was needed to give the White House the war they wanted.
I wouldn't be at all surprised if Bush/Cheney suspected or even knew that they weren't being given the complete picture, but they chose to play the "this is what our intelligence is telling us" card to go to war against Iraq.
