If there were an active shooter, wouldn't the extra police presence seal off the area and tell everyone "Stay out of the area"? Hell, they might even tell people to get back inside and shut the entire area down.

You (and Mike, too) should read Northrop Frye's The Educated Imagination, specifically the chapter "The Motive for Metaphor." Metaphors shouldn't fill people with so much anger and confusion.
