Question: when the rules say "Only one person per price range," does that mean I can only draft one player between 4-5 million for my 12 man roster, or there can only be one name per price range during the draft?

It means there can only be one John Stockton between 7 and 8 and only one LeBron James between 9 and 10 and so on. You can have more than one player in any price range as long as they are different people.

It might be nice to try a different draft order next time, so everyone gets an advantageous round.

How about something like: 1-16, 16-1, 8-9, 9-8, 5-12, 12-5

Or you could make every round wide open - you can pick any tier. That would get rid of the issue of the ends knowing who they would take.

Making every round wide open just means it'd start with Wilt, 15-16 Steph, LeBron, and most everyone would react by drafting the best they could as soon as they could. It'd end up pretty much being a descending order draft, with a small amount of exceptions. One possible way to do it: 1st rd you can pick <5 or 5-6, 2nd rd 5-6 or 6-7, 3rd is 6-7 and 7-8, 4th is 7-8 and 8-9, 5th is 8-9 and 9-10, 6th 9-10 and 10-11.

I like this idea. Specifically, it should be more like 1 - 24, 24- 1 , 9 - 24 - 8, 8 - 24 - 9, and then 17 - 24 - 16, 16 - 24 - 17
