Yes, Obama rarely ever got bipartisan votes, because a loty of Republicans would not approve anything he suggested, whether it made sense of not. Proof of that is when some republicans said theye would not even consider anyone Obama nominated for the Supreme Court. They couldn't know who he would nominate. the only reason they said that is because it would have ben Obama nominating the candidate.
