One thing I have noticed as I have been looking over teams in play, is that OFers throwing seems to be ignored. Do their arms not come into play? Certain OFers, like Mays, Clemente, Kaline, Dwight Evans, Winfield, et al seem like they might find a roster spot every now and then, but they are generally ignored at any salary cap. Well, I suppose Mays gets some PT, but I don't recall ever seeing the others on any roster.

throwing arm is not a factor

there would be no way to compare a guy from the 1800's to present day.

Arms do not come into SIM play... there are a couple of versions of Kaline and Winfield that appear somewhat frequently

thank you. That would be a nice addition to the game, but I do understand the complexity of figuring it out. what about the pitchers' ability to hold runners on? Is it the same to run on Tom Glavine as on Dwight Gooden?

Also not factored in. There may be a slight adjustment due to whether the pitcher is LHP or RHP, but if it exists it appears to be a minor factor. The only variable you can really control there is the catcher's throwing arm.
