Season 1 : 13/14 SB/SBA and 95 speed 46.67 SBA/100

Season 2: 26/31 SB/SBA and 96 speed 39.74 SBA/100

Depends on their SBA/100SBO. Assuming those are a full season worth of PAs, season 1 probably doesn't have enough SBA/ SBO to make him useful despite the high percentage. Season #2 however would probably be useful.

BTW, who is it?

Obviously then it is season #1. BTW, the speed numbers should be 97 and 96.
