Is there any information or weight on the timing of recruit actions per 3 hour cycle?
Example:
  • Recruiting starts 12:01
  • Team A sends 5 CV at 12:05
  • Team B sends 5 CV at 12:10
Are the CV the recruit received at 12:05 'in effect' when the 12:10 messages hit?
Basically is there any benefit to sending recruit actions early in a 3 hour cycle?

No, they all process at the same time. Other factors may decide outcomes of recruiting, but when the time actions are sent is not one of them.
