does a player with a usage number of 22.1 ie willis reed fall under the 2 point tier or the 4 point tier?

From the prior thread:

1. Is this still being used nowadays?

27.2, 22.1, 17.5, 13.7
2. These are the cutoffs for each tier but if you look at the tiers, these numbers are in both tiers. So if I have a player with one of these usage numbers, which bracket does he fall into?

Yes, that's still in effect. If a player is exactly on a margin it would credit him the higher range, but usage% are not rounded, so it would be rare to fall exactly on one.
