Question on waiver pick up minutes. Topic

Say I pick up a player off waivers half way thru the season, does that player come with all his minutes of half of them.  I assume I would only get half his minutes or owners would be picking up good players, pay the 10% penalty, and come away with lots of minutes.  Would appreciate any input on this.  Thank you.

they come in as if they had played 100% of their available minutes when you pick them up.  If you pick them up 30 games in, they have played (total RL minutes)/82 * 30. 

So that means you can play them 1.02*(total RL minutes)/82*31 - [the above formula] without fatigue.
