Exactly what do the various settings do.. or, are supposed to do?

The higher the setting the more often your pitchers will issue an intentional walk.  Most people agree that unless you are facing an extremely unbalanced line up (e.g '23 Ruth + AAA) you are best off setting it at or close to 1.

I usually set it at 1 if my pitchers are below average or in higher caps and 0 at lower caps or with dominant pitching.  In general there's little advantage to ever putting a free baserunner on unless he is dramatically better than the other hitters in the lineup.
