Guy A is at 100%, short of his RL usage...Guy B is at 100%, but on pace for 8% more plate appearances.

Will they still perform the same, or does the SIM have varying degrees of "100%"?

I could be wrong, but I think that until they get to 10 percent over, they will show 100 on the mouse over and will preform the same.
