I'm planning on going with a

SP1 Clemens
SP2 Santana
SP3 Smoltz
SP4A Washburn
SP4B AAA guy

rotation. I haven't picked a park or position players yet but will go with good D in a relatively neutral park.

Is this a stinker of a strategy and can this rotation win enough games to legitimately compete? Any advice or suggestions?

Your sp can be ok innings wise depending on your aaa guy. I prefer 07 Shields to Smoltz. Your bullpen will get devoured. Tons of walks. Personally I don't use a lot of guys with over 2.3 BB/9#

Go with 2 ace types with more innings.And cost a little more.Pick up a serviceable inning eatter.And grab some 50 + inning starters ( for the bull pen) and drop some of the bull pen guys.

Lots of strategies can work - yours looks reasonable. Give it a whirl. If it doesn't work well, go back and try something different.

I hope you are playing in a pitchers park. You might have to burn a game somewhere early in the season but it can work if you pay attention to it.

You gotta swap some of those 1.9M bullpen guys with some lights out games who can save games. See = Cla Merdith

I don't know how you can make it fit but you better have at least 100 IP of solid BP guys. That is usually where the game is won.

Heres an observation....its obvious that you set your primary search criteria to price. If you are only looking at guys in a certain total-price range, you probably aren't going to what you're looking for. Instead try using '$/IP' as one of your filters. Set a nice range (or none at all) and then do stat based searches instead dollar based searches. I guaruntee the results will be better. The key reason is that unfortunately not all players are priced correctly; that is they aren't priced in accordance with the ERA they will give. Some are way overpriced and some are bargains. If you do stat based searches, you will be able to recognize the bargains easier.
