703ip Silver King + 68 Gibson 300+ip.

How many starts will I need out of a third Cardinal (spot) starter?

$180mil

Depending on how you set their PCs and autorest, and the strength of your pen, it'll vary a bit, but I'd take someone with around 80-130 IP and try to get anywhere from 8-15 starts out of them.

Starter 1 King PC 120-130

Tandem 2A Gibson PC 55

Tandem 2B 85 Tudor PC 50

imho

birdo's idea isn't a bad one, but I'm not too big on the tandem set up due to flexibility issues. That being said, and to give yourself some breathing room, I'd consider:

'50 Hearn, 141 IP, 6.09 IP/G, 237 ERC+, .182 AVG#, 149 HR+

1943 Pollet, 125 IP, 7.40 IP/G 200 ERC+, .203 AVG#, 229 HR+

'90 Tudor, 147 IP, 5.85 IP/G, 162 ERC+, .228 AVG#, 128 HR+

Of these three, I might lean towards Pollet as he's a y. Balances out
your other two guys a bit. All these guys can be set to relieve a bit as necessary.

If you want to go cheaper than this, the 104 IP Woody Williams is only $2.9Mm and can go 6.06 IP/G and has a 156ERC+.

I agree with all the above, kinda. I like King, Gibby 2A and Tudor 2B and Elton as your Long A. You can mess with the formula later in the season and either pitch King back to back or go King/Gibby 1 and 2 and put Tudor in the bullpen. This will also save some innings on Elton to spot start in big games and in the PL.
