My advice, have a plan based around stats. What are you looking for? good OAV, BB/9, WHIP, HR/9, some combination of the above or other stats altogether? Set your parameters based on your ballpark, or a range of possible ballparks, and search for the cheapest pitchers that meet your minimum requirements. Then, if you have money over upgrade your ace and your weakest non-mop up.
As for rotation type... you can go plan if you want, but I find that limiting. Just target somewhere between 700-1100 IP for your starters and the rest for your bullpen and let the pitchers you found within your criteria determine what kind of rotation to use. You don't even have to get all fancy with the 1, 2A, 2B stuff if your autorest features properly.
In fact, in the next champs league, I'm running a 3 man rotation with no bullpen (and 3 scrubs who'll start the 1st three games and then be sent down to AAA and put into mop up). With my three starters having 1,261 IP between them, but with one having less than 150, and the other having less than 250 (John Clarkson and his 900 is the 3rd). They'll be in a strict 6 man rotation with the scrubs and I'll throw in the AAA pitcher after game 1, otherwise, they'll be starters 5,6, and 1 all season and I'll be letting autorest do its thing so that Clarkson starts around 110 games, and the other two start 28 and 17, respectively, with the remaining 7 games being started by my scrubs throughout the season (including the first 4 games)... If necessary, throughout the season, I can allow the scrubs to start a few more games as well to keep everyone fresh. But, assuming my monkey math holds up, we should be good on auto-pilot all year.
