Maybe, dpends on what you mean by that.
I drafted my first team in two or so years, and went with about 1080 real (good) IP and the rest in 4 cheap pitchers for a total of 1251. I'll be using one of them as mop up, and using my two AAA pitchers in long relief. This is, as it turns out, almost exactly how I used to draft previously - which I was pretty darn amused to realize.

5001 PAs, went light on 1B, C and one OF, and will use some scrubs and AAA players to fill out.
As far as I remember that is not the classic "fatigue strategy", which I did try a few times but found no fun to use. One of the reasons I stopped playing.
