This guy is pretty much comparable to the recomended ratings for a 2B but he still seems to make a lot of errors. Is this normal or just a bad couple of seasons?

I'd think a 81/78 would be really good.   I've used Player Profile: Willie Delgado - Hardball Dynasty Baseball | WhatIfSports a lot at 2B and he isn't kicking the ball around like your guy.   Maybe talk to your ground crew.
