It's usually within a couple weeks from the end of the NBA regular season, but not always. After the initial player release, there is also a Defensive "boost" given to the players who make All-Defensive teams, after those are announced.

It turns out, Wilt entered the league and started setting scoring records. 1961-62 Being his third season, it was his 3rd time breaking the previous record. Anyways, in 1960-61, Wilt scored 3033 points. In 1961-62, he scored 4029 points. Assuming steady pace (outside of, you know, that 100 point game), Wilt would have broken the record around game 60 (back then there were only 80 games/season). Philly's 60th game that season was played on Feb. 4, 1962.
