No, it's not.  The term marginal has meaning in economic contexts other than tax rates.  And in that context of tax rates, it applies whether they are going up or coming down.  Bush passed marginal tax decreases.  Our tax brackets are marginal, period - when you enter a new one, you only pay that rate for the amount above the line, you don't suddenly pay that rate on your entire income.

I'm aware of the meaning.  If I wasn't, I could look it up.  This is the internet and I assume everyone on it knows how to use a search engine.

My point is quite simple.   The terms used by our government when referring to taxes are used to deceive what they actually mean.   I can't use smaller words to explain what I'm attempting to convey.

In general, sure.  But this isn't like talking about increasing revenue instead of raising taxes.  Our tax rates are marginal.  What do you think they should call them?

Tax rates, tax increases.  Whichever is the actual truth. 

But the rates only apply to certain income brackets.

So it's a tax increase, right?

Sure but it's marginal because it only affects income over X. A 3% marginal increase may only be a half percent effective increase.

The people it affects are paying more taxes, are they not?

If I'm paying more taxes today than I was yesterday on exactly the same income, I would call that a tax increase.

If I experienced said tax increase while my next door neighbor did not, I would probably not be particularly happy about "why me and not him?". 

It's easy to say "Yay for marginal tax rate increases!" when you're not the one being targeted.

I'm not advocating any increase in taxes. I'm simply stating that a 3% marginal tax increase does not make Obama a socialist.

And I'm simply stating that using "marginal tax rate" is a good way to conceal. from the unwashed masses, that it's a tax increase.
