I don't think you can do what you propose.  In order to do any actions, the tool needs to know how much things cost, and it can't get that information (you click a button labeled 'Get Recruit Costs') until it's present in the recruits' profile, and that doesn't happen until the first day of recruiting.
The tool doesn't need to know how much things cost, that's just in there to help you not waste all your money inadvertently.

govols, yes you should be able to add guys to your watch list, then fire up the tool and set it to run 168 hours from now, and then just leave it.  You can't schedule followup actions though.

what if i set it to run on a timer, but in the meanwhile i change my watchlist?
i will probably be running this on my home computer while im away, but can i remove players from the watchlist and have it not send the AC scout?
im thinking of the 1st SIM pre-cycle, i might not want to even bother with an AC scout if he already has 3 SIMs on him in the first pre-cycle.

If you remove recruits from your watchlist, the tool will still send them recruit actions.  The watch list is just a way for the tool to pull in the recruits you care about.  Once the recruits are pulled into the tool, the tool has their player IDs and uses that to send the recruit actions.

so once the actions have been scheduled, even in the future, the only way to undo the yet-to-be-done actions is to delete the tool, downloand again and re-import the updated watchlist?

You don't need to delete the tool, just close it.  That will cancel any scheduled actions.

got it, so anytime i change my watchlist i only need to close/re-open the action tool to start anew?

looks like there is a formula to AC scouting, could the tool be updated to reflect cost prior to season rollover based?
