Of course it was. I heard Dubya also shot Lincoln and Kennedy. 75/25 percent chance he causes the Civil War and WWII(he was napping when WWI started).
If we're blaming and crediting Presidents for bad economic/foreign policy/etc type events that happen during their presidency, it's perfectly reasonable to blame Bush for the recession or give credit to Trump if the economy grows at a high rate.
"We" spent 8 years blaming the previous Administration.

If we're assigning blame for the recession to a President, it goes to W, since the recession happened on his watch.
He wasn't President when Lincoln and Kennedy were killed (not that we'd blame a President for an assassination, anyway).
