I think you're confusing a reaction with a planned strategy.
Things like this cause anger, the shooting causes the anger to boil over, then the protests and marches happen as a reaction.
The benefit of this is that people across the country start paying closer attention to the system wide racism in America.
You've got your head completely up your *** if you think that knee-jerk "RACISM!!!" reactions can address the problem of racism in America in a positive way.
If anything, it makes the problem worse as it fosters a culture of divisiveness, a culture of "us versus them". You don't bring people together that way..
Ignoring the problem certainly isn't bringing anyone together.
Obviously violence and looting are bad, but the protests do bring attention to the problem and force us to examine ourselves.
Why is it that drug arrest rates are so different for blacks and whites? Why are 60% of the people in prison minorities? Why, in a city that is 67% black, are there only three black police officers? Why was a St. Louis county lieutenant explicitly telling his cops to go arrest black people? And on, and on, and on.
