I have to agree with boogerlips and cbaltz_ca on this one. That's a "tell me how to win" question. I have three legal pads full of scribbled notes on the best pitchers in the SIM right now. But just to prove I'm not a total grinch, Pete Alexander is one of them. You can figure out the year. Now enlighten all of us with a blinding insight, please.

I'm sure you are thinking of the 1915 version as the best but I think the most cost efficient is a different version.
