You can get people off govt assistance by saying "no".   That won't solve any problems. 

If you want people to change, you have to convince them to change many things.  Spending habits is just one small facet of a lifestyle.   Sounds like both of you would be happy if welfare recipients would quit smoking and start eating cheap fast food exclusively.   All is good then, right?

So get the $2 McDonalds for lunch so that you CAN buy some healthy, expensive **** from time to time. Or go see a movie. Or can buy a suit for an interview when you're applying for jobs. The point is to be smarter with your money while you're also trying to get yourself out of the situation you're in.

Getting people off of government assistance isn't really accomplished by restricting what they buy.

It's accomplished when they are 5 and start kindergarten in a good school. It's accomplished when they are 18 and have realistic and affordable college/vocational educations available. It's accomplished when they are 23 and start working in an economy with strong unions and economic environment that doesn't siphon money away from the working class and towards the already wealthy.

Without addressing those issues, telling poor people that they can't use a potion of the tiny amount of money that they have on cigarettes is pointless.

My overall, original point, was that there are poor people who make dumb financial decisions (like smoking), and clearly aren't doing enough to get themselves in a better position in life, and they're doing it on taxpaper money. That's unacceptable. I obviously lean left, but I lean left when people actually do something with the help they're getting. You can't smoke and also be on welfare for a decade. No, no, no. No.

BECAUSE I lean left, I advocate spending money on mandatory programs for people who NEED money from the government to live. Something went wrong, let's help you get back on track. For your sake, and also to make society better.

If you refuse the program, then the government refuses to give you money.  I have a feeling you'll be using that program.

Sure they can.... The CDC has statistics for that. Those people would not be on welfare however so I really don't care what they do or how they spend.

They are typically driving ****** cars - just an observation though.

If you see 4 movies a week (fast food is cheap), there likely will be a problem. That's also unacceptable. 

Seems to me you're hung up on the smoking aspect. It stands out because it's pointless and expensive. There are a ton of pack-a-day smoking poor people. There aren't many 4-movies-a-week poor people.

I was thinking you were stuck on the smoking aspect. 

I think obesity is a big problem in America.    Eating fast food is a major contributor to obesity.   Obesity creates so many health problems but, unlike cancer, you don't always die within a few years.  You're a medical burden on everyone.   But you're OK with welfare recipients chowing down at McD's as long as it's cheap.

To be clear, I think smoking is a really poor decision.   I've often said the smartest decision I made as a teen/pre-teen was not smoking.   But that's not the biggest problem for welfare recipients.  They make a lot of bad decisions.  Smoking would just be one of them.   And only 27% of them make that bad decision(per moy).   What to do with the other 73%?

Maybe this program kicks into affect if you're on welfare for 3 years or more. This way if you think you want to live a similar life, and also get yourself off government assistance quickly, you aren't bothered with not being allowed to smoke or buy nice shoes or go to the movies. After 3 years, the government steps in to help you with the issue.
