"In the 30's, the blacks were the easy scapegoat."
What does this mean?
You don't know what a scapegoat is?
"Today, whenever there's an "incident" between blacks and whites, it's the racist white guy's fault."
Really? I wholeheartedly disagree.
I don't know what to tell you, then. Maybe you're just not paying attention.
Scapegoat for what? What were 1930s blacks taking the blame for? I don't really understand.
I've seen, heard of, and have been part of altercations of white and blacks where the situation was clearly the fault of the black or group of blacks.
