Just started a new league idea (new rules) that has proven different "Two player platoon forever position & pitcher under 303 IP/162." The rules are (1) Must have 2 players at each position, 16 total {each must have 200-450 PA/162}; (2) 9 pitchers total {ever pitcher must be under 303 IP/162}; (3) Team max salary is $100 mil; (4) NO AAA, WW, DH, clones.

Are the restrictions only for the draft or are there also restrictions on how players can be used?

Yes the restrictions are only for the draft; but, I think if you spend the money on 2 players for every position they will be used (even if it's about 70%/30%).

Do the platoon positions need to be their primary one that season, or as long as they have a rating at a position that's OK?

The only restrictions is that each player has {PA/162 200-450} & has played at the position you will be playing him at. No SS playing C without ever playing C.

You may want to provide us with further clarification regarding the term 'platoon.'
There is the conventional RH & LH batter platoon.
There is also a modified platoon for catchers when one catcher handles all the starts for one pitcher, and the other catcher is behind the plate for the other 2,3 or 4 starting pitchers.
And there are situations when two players at the same position have significantly different skill sets: i.e. one player may have 35-40 HR/season potential while the other player may have 60-70 SB/season potential. Your power guy might start against most modern pitchers while your speed guy might get the nod when playing in a spacious park or when the opposing catcher has a poor throwing arm.
There are other platooning scenarios you may want to address. Any further clarification would be appreciated.
Thanks. VM

VanMeter; thanks for these very good questions. The answer is it's your choice how you use them. Hopefully the PA/162 of 200-450 will cause you to find different situations for the two players at each position that works best for your team.
