What about blacklisting the franchise/decade choices?  Since that decision makes up the bulk of the rosters, every subsequent version of this theme will have many of the same teams/players.  The any-10-year idea is fine, but it that idea may simply adjust a few of the common choices by a year or two, and/or may add a few new choices.  With the 24 selections blacklisted, we'd have an entirely new set of players being used.

It may be tough to blacklist the franchise/decade choices because there are only so many truly devious 10-year franchise windows to choose from. Eventually you'd wind up being forced to hand out quality Yankees decades.

If you are worried about the same players being seen over and over, then expand the player blacklist. Maybe make owners sign up with 2 exclusive players (a hitter and a pitcher) and that will dramatically weed out the repeats.
