I tried to look back to see if I could find a previous division alignment with the Rays involved and found one in Leg #28:

NL West - Los Angeles, San Francisco, San Diego, Houston

NL Central - Cincinnati, St. Louis, Pittsburgh, Milwaukee

NL East - Atlanta, New York (N), Philly, Montrea/Wash

AL West - Oakland, Texas, Seattle, California/Anaheim

AL Central - Minnesota, Kansas City, Cleveland, Toronto

AL East - New York (A), Boston, Baltimore, Tampa Bay

Looks like schwarze thought Toronto was further west just like me.

I think your new alignment is better. I hate to see Cinn moved out of the Central. Tampa will be moving soon in real life anyway so it doesn't matter

Still don't understand why guys can't send their keepers in when selecting their team.

There actually can be strategic reasons for it, mainly for teams who are likely to see multiple players taken. If the player pool is likely to see teams that typically expose lots of pitchers, maybe the Dodgers protect more hitters, for instance.

Glad someone checked on longitude for me...was going to do that tonight. I think I'll stick with what I've got listed on the previous page. Was basically a coin flip whether I moved Cincy or Atlanta west. Went with the Braves so that there was just one team in the "wrong" division in the NL. Not sure I really have a default for the Astros yet. They seem to rotate pretty equally among the NL Central, NL West and AL West these days.

The Braves were formerly an NL West team so it always makes sense to move them there if needed, imo

Got keepers from Alice and dvorr80 yesterday. I'll see who else is missing, send sitemails, etc. when I get to my work PC.

Looks like tjefferson is the only one missing.  Sent a sitemail this morning.

I have alerted him on twitter as well

Well that alignment was for Leg #28 that schwarze suggested to you back when you were running things (we don't have the Padres/Angels this leg):

An alternate one with the teams in this leg would be:

NL East - Mets, Phillies, Expos, Marlins

NL Central - Reds, Cardinals, Pirates, Cubs

NL West - Dodgers, Giants, Rockies, Braves

AL East - Yankees, Red Sox, Orioles, Rays

AL Central - Blue Jays, Brewers, Indians, Tigers

AL West - Astros, Mariners, Athletics, Royals 

only difference between this one and sin's original one is swapping of Blue Jays/Rays due to the precendence of having the Blue Jays in the Central over the Rays...
