Dedelman is on point: high baserunning IQ guys get caught far less often.
I've had great success with a 'very aggressive' basestealing setting, but only after I stocked nearly every roster spot with a decent basestealer. That includes 1B. Catcher is really tough, since I've only ever seen 1 or 2 that have a prayer of stealing regularly, but in the NL I got around that by always batting the catcher 8th, which put the pitcher behind him. Since the pitcher is poised to sacrifice, the sluggish catcher does not steal much.
With 7 consecutive talented basestealers, 'very aggressive' is a winning setting.
