Given all this... I have a 19 yr old 19/56 prospect who projects to be this type of starter.  Should I be doing anything special to maximize his development, or is a regular turn in the rotation good enough?

Yeah, just pitch him as much as possible at 100%.   I wouldn't go out of my way to check every day but, if you're running a check thru your minors and see he's 100% and 3 games from starting again, move him up.

47 control freaks people out.   Even if he only gains 8-10 in control, I think he's a steal at 9.5m.   And he suits my future need pretty well.

Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Kurt Koch has logged a lot of respectable innings for that same team with 46-48 control.

I fill my rosters with players with low 20 dur and low 60 stam and I typically approach 200 Ips for them, usually just falling short. I set them on 70-75 pitch counts and more often than not they are ready to go in a 4 man rotation. Every now and then I need a 5th starter.

They will typically last 4-6 innings so you will get a long reliever who steals all their wins. I have a guy who won 20 games out of the pen last year and this year with 20 games left hes already at 25 wins while my starters sit around 8-11 wins.
