I love the idea of all being in same conf.  But the Big Problem is there is lots riding on winning the scoring between us. And we have the best chance by all picking the teams we want best. In same conf you will have an unequity of different strengths of teams , even among long time AI teams. So , some of us would start with big advantage.
         Less of a starting advantage if we have the larger pool of All d3 to choose from. 
               So to me, playing only OOC makes more sense.  Willing to go with majority's rule though.

Why don't you just have a $10 entry fee and have more coaches? $50 seems a bit steep.

     Have everyone put in 81 cents.  
Fill up all d3.  
Make anyone with 4 or more CC's or 2 or more NC's enter all the information on their keyboard with their off hand ONLY(rightys with their left and vice versa).  This would give the lous... er, uh, the less experienced players a handicap advantage.
       Everyone under 14 is now Over 14 .
              And everyone would have to wear their underwear on the Outside !
