random thought... so where does one presidency end and the other one start? reading an article on the huff post praising a college student for telling Jeb that his brother George created ISIS got me thinking. So ISIS, which didn't exist until 2013 (really more like 2014 when Obama called them the JV Team) and was a good 5 years into Obama's presidency is all Bush's fault... yet the turnaround of the economy which is also a good 5-6 years into Obama's presidency is all because of Obama? go figure.
Do you not understand cause and effect?

I think it's difficult to pin down who "caused" ISIS. A reasonable person could say that, had we not invaded Iraq, there would be no ISIS.

The economy is a little more clear cut. If you want to assign blame/credit to the president (probably a dumb idea, but ok), then Bush gets the blame for the cratered economy in 2008 and Obama gets the credit for the turn around.
Under Saddam 50,000 Iraqi civilians died violently each year. With US troops in Iraq under Bush and Obama the avg was approximately 7,000 Iraqi civilian deaths per year and declining after 'the surge'. You speak of cause and effect - "17,049 civilians have been recorded killed in Iraq during 2014. This is roughly double the number recorded in 2013 (9,743), which in turn was roughly double the number in 2012 (4,622)." In 2012 we had troops in Iraq - Also ISIS did not exist in any relevant form in 2012. Who caused ISIS? Any REASONABLE person could also say that Bush had things under control until Obama ****** it up by withdrawing our troops.
The question wasn't when were more Iraqis dying. The question was who caused ISIS. Had we never gone into Iraq, Saddam would still be in power. There would not have been the vacuum that allowed ISIS to rise.

You are the great prophet I'MANIDIOT!
You have no frecking clue as to weather ISIS would be or would not be had Saddam remained in power.

Had DumbFlock Obama went in and taken care of ISIS when they were a "JV team" there wouldn't have been a RISE to power.

Great job MR. President for allowing the clusterf()ck in Syria and ISIS to become more than a "JV Team".

Obama can't handle a "JV Team".

In the mean time Iran seizes the opportunity to work out a deal with a our current moron for President to clear the path for a nuclear weapon and Russia takes Crimea and pushes it's way into Ukraine.

Oh sheet,,,,,, Iran and Russia are just JV Teams too!

We can make an educated guess. Saddam didn't have a history of allowing things like that to happen. Maybe he would have been worse or maybe ISIS would have risen in Syria, but the most likely scenario is that ISIS wouldn't have risen at all.

Interestingly Ezekiel 38 says:

38 And the word of the Lord came to me, saying,

Son of man, set your face against Gog, of the land of [a]Magog, the prince of Rosh, of Meshech, and of Tubal, and prophesy against him,

And say, Thus says the Lord God: Behold, I am against you, O Gog, chief prince (ruler) of Rosh, of Meshech, and of Tubal.

And I will turn you back and put hooks into your jaws, and I will bring you forth and all your army, horses and horsemen, all of them clothed in full armor, a great company with buckler and shield, all of them handling swords—

Persia, Cush, and Put or Libya with them, all of them with shield and helmet,

Gomer and all his hordes, the house of Togarmah in the uttermost parts of the north and all his hordes—many people are with you.

This is a prophecy concerning an attack against Israel in the last days. Notice the countries mentioned who will be gathered together against Israel:

Magog - this is in modern day Russia
Rosh - A Tigris/Euprates culture located in modern day Iraq/Iran
Meshech and Tubal - Both of these are in modern day Turkey.
Persia - this is most of modern day Iran
Cush - this is in modern day Northern Sudan
Libya or Put - this is modern day Libya
Gomer and Togarmah - these are located mostly in SE Turkey and Northern Syria/Iraq.

Considering the events going on today pretty interesting group of countries...

The fact is ISIS did not exist in any relevance WELL AFTER BUSH LEFT OFFICE. In fact Bush had been doing a nice job of luring terrorists to one central location (Iraq) so we didn't have to spread our army so thin.... Obama on the contrary has allowed this terrorist movement to grow so large that now every country (including the US) is fighting ISIS at their own doorsteps, and/or within their own population. If anything Bush did a better job of "degrading and destroying" terrorists (obama's plan) than Obama has done so far. Another major point you seem to be forgetting is 'HOW' ISIS is growing so large... Social Media and the Internet. Facebook, Twitter, and the iPhone did not exist in 2003 when we invaded Iraq. Kind of archaic to say if Saddam was in power ISIS most likely wouldn't have risen at all considering the internet is the tool that's allowing them to grow their organization. But hey - keep blaming Bush. I wouldn't expect a liberal to know anything about accountability because its much easier to blame others.
