If they don't define #2, they will have trouble enforcing them. I've always said, if you want to play 8 slugging 1B in the field, have at it. Winning 22-19 is just as good as winning 3-2.
As for #3, it's pretty obvious with hitters. If they can't hit or field, they are not competent. Pitchers are a little trickier because people value/devalue such different ratings. I don't mind low control, I've got a 39 control guy getting a tryout right now. Some guys are worried about splits and not pitches while others are the exact opposite. That said, if your guy has a 1.78 WHIP/7.23 ERA, he's not competent and shouldn't be getting innings.
