I'm looking for a league that has both a player payroll cap and a limit on how much can be transferred from player payroll to prospect. I know there are some leagues out there that do this. Does anyone know which leagues they are? I'd appreciate it.

I haven't heard of any world with both. ULB has a prospect cap ($25M) and Kenny Powers has a salary cap ($100M)

I believe there was one league who reached out a while back that had both, but I was at my maximum # of teams at that point.
