over what span? theres a solid chance, but not necessarily. i calculate world strength for every division for every year, its the only way to have a reasonably accurate method of comparing teams cross-world and cross-era. typically world strength follows population data fairly closely though, so you could just check that. i could check the world strength data though if you have a specific question in mind, but going to be a pain to average over 40 seasons for all the worlds. i don't think i ever published world strength data, people's perceptions of world strength is so subjective, i figured it would have no value, and that if people took the time to look, most would disagree. really the goal of the world strength isn't to account for one world having a really good conference or a few more great coaches than another, its just a comparison based on population mostly, so a division that ranged from 170-190 people over the last 10 seasons is going to rank harder than a division with 110-130 people over the last 10 seasons, to make it fair to the coaches who played in tougher worlds at tougher times. its more complicated than just the population, it really evaluates every program individually, and puts them all together, but the program evaluation is agnostic to the actual coach at the program, its about if the program is sim run or human run and for how long, and is it the same human the whole time or did they split, etc... so its really based on the assumption that programs coached by people for longer periods of time tend to be the better programs and that sim run programs are ****.
