Is there a prestige in Division I similar to vision at the lower levels? Such that it makes recruiting certain players easier?

Mostly it is determined by the "level" of DIA you coach... mid major, vs BCS, vs Elite. Recent success/history of success of the team also do play a factor

There is a prestige level, but it's only been noticeable to me when changing jobs
