Let's get ready for 2015 by reminding ourselves what happened in 2014!
Almost every team will have a chance to be competitive in this league. I actually went through all 30 teams and tried out what they would look like under these rules. Some of the "better" teams will have to make tough choices because they'll be able to build a team that's over the cap. But the rest of the teams should find 85mil to be perfectly reasonable.
Each team will have a certain amount of twists available based on their 2014 winning percentage. Twists are based on their baseball-reference roster.
Both leagues will use the DH. All the NL teams have enough players to add/twist that it won't be a problem.
The lower ranked teams will also be able to add free agents. Free agents are players who played for your franchise between 1990-2000 and have a salary of 7mil or less.
I am also adding 6/2 below average AAA. I don't think most teams will use it but I don't want anyone getting in a PA/IP crunch.
One other note about combined seasons: You can use any season listed for your team. So the Red Sox and O's can both have the 62 inning Andrew Miller. And if the Red Sox prefer, they could also just use the 42 inning version.

.500-.525 gets 4 twists + 1 FA (CLE, NYY, MIL, TOR)
.450-.499 gets 4 twists + 2 FA (ATL, NYM, MIA, PHI, CIN, CHC, SD, TB, CHW)
.400-.449 gets 5 twists + 2 FA (COL, BOS, MIN, HOU, TEX)
<.400 gets 6 twists + 2 FA (AZ)
