Statistics for Salary Cap Leagues? Topic

When entering teams in salary cap leagues, which statistics should one focus on?

Depending on the salary cap, what determines specific statistics that need to be priorities?

If it's a high salary cap league, should pitchers with a low OAV be addressed as a priority?  For low cap leagues, should power hitters be selected first?

I hope that makes sense.
