In my opinion it is inappropriate to ask others to leave their world to join yours. Advertise the world all you want. But don't go poaching. Owners can make their own choices. You wouldn't like it if a commish were trying to poach your owners . . .

OF COURSE he's desperate and trying anything, including regrettable tactics.
Doubtful that anyone would jump ship to join a world with more openings than the world they are in now...
