With 24 teams we are going to use the format of the 1982 World Cup which had 24 teams. There will be 6 groups of 4 and you will play each team home and away. The top two teams from each group will move on to the second round.

The second round will again be seeded 1-12 with the 6 division winners being 1-6 and the second place teams 7-12. They will be divided into four groups of three and again playing each team home and away. Top team from each group moves on.

That leaves 4 teams and they will be seeded 1-4 based on the combined results of round one and two. One plays 4 and 2 plays 3 in one game played at the higher seed.

Winners play one game for the championship.

To make the initial groups I seeded all teams 1-24. From there I made four groups with the top 6 in Group A, second 6 in group B and so on. After that point I tried to split up the groups so you do not have to face teams that were in the same group last season.
