I'm pretty sure I've had players sign after the minor league season ends but before the BL season ends.

Which do you prefer in a starter, a guy that can eat innings but has less favourable ratings (79 stamina) or a guy who will pitch less but is a much better pitcher (57 stamina) both guys have a durability of 22.

My pitching staffs are often full of 55-65 stamina guys.  Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Will Mahoney is my best current example.   He seldom gets a win because he usually only pitches 4 innings but he still gets 30+ starts.

So what is your rule on TPC/MPC based off of stamina of a pitcher. (Durability playing no effect)

-5/+10 of stamina to start.   Then, if the guy can handle more or can't handle that much, I adjust.   They need to be available on the 5th day.   Mahoney, at 55 STM, threw 56-69 pitches.   Without looking, 50/65.

These are some of the rules of one of the leagues out there.

(2) no ML players playing grossly out of position,

(3) competent major leaguers at the ML level

How does one determine if they meet these rules?

If they don't define #2, they will have trouble enforcing them.    I've always said, if you want to play 8 slugging 1B in the field, have at it.    Winning 22-19 is just as good as winning 3-2.

As for #3, it's pretty obvious with hitters.  If they can't hit or field, they are not competent.   Pitchers are a little trickier because people value/devalue such different ratings.    I don't mind low control, I've got a 39 control guy getting a tryout right now.  Some guys are worried about splits and not pitches while others are the exact opposite.   That said, if your guy has a 1.78 WHIP/7.23 ERA, he's not competent and shouldn't be getting innings.

How deep do you go with rankings for the draft? Do you target/re-sort 50 players? 90? Over 100?

I rank anyone I think could sit on a BL bench someday including d-spec, 5 pitch RP, odd split PH, etc, etc.     So it depends on my scouting.
